Probably not, as long as you do it the right way, i.e. you use the appropriate tyres on 16" alloys so that the overall size of the wheels remains identical. The main reasons for this is that it can affect the car handling but also affect the reading of your speedo (and this is always a potentially dangerous thing in this day and age of constant speed checking). There are plenty of tables available on the internet that will tell you what size of alloys/tyres can be fitted according to the car's original specs.
You can also always go to a tyres/alloys specialist who will give you the initial advice before trying to sell you any goods.
As long as you don't go over the top in terms of tyre width, you should not have any problems. What's your car's original wheel and tyre size?

I'd guess that a 106 independence would be running 145/60 13's as standard. In order to keep the same rolling radius you are going up 2 inches so you would have to come down 2 aspect ratios thus you would be looking for some 145/50 16's. I'm not sure that that size exists and with 16's you are probably looking at much wider tyres however a size such as 185 or even 195/50 is not excessive and should fit.
106 Gti's run 14 inch wheels I believe.
