I have been told my brake disc and pads need replacing on my peugeot 207, i've only done 17500 miles, and the car is less 3 years old is this normal to need changing so soon?

About normal,but alot is down to the driver/motorway/town use. Discs get grooved and worn so if you fit new pads to old discs you may get a poor pedal,brake noise,and take for ever to bed in.
