Mysterious 404 Cabriolet in the Republic of Ireland

Does anyone know the owner of this car? The photo was taken in Fenit, County Kerry, Ireland on July 17th, and the photographer doesn't know the owner. Also, is there a way to ling the Irish number plate to a VIN, so I can register this car? Apparently it is 1968 model and bears a pre-1987 registration, so it has been there for a while.
