106 2001 1.1 Fuel Gauge not working

Hello everyone, name is Jerry: my father in law has a 106 1.1 MAC no Air Bags, No Power Steering, no AC or ABS and the fuel gauge does not work. Cluster is 200 Km/H with revolution counter. Some mechanic said a chip is the problem and seems that several French cars like the Renault Kangoo or Clio also use this chip behind the instrument cluster; When it fails you loose the fuel gauge or other things. Where he lives nobody wants to help since the car is French and they recommend to get the whole instrument cluster. Too expensive as we know. Can anyone guide on this matter or give a contact Email or phone number to buy this chip or find a solution perhaps.

[Piston Broke]

It's quite possibly the voltage regulator in the dash, which can fail and cause some of the instruments to pack up, but it could be other things as well (sender etc)
